Star City Demolition


ACCEPTANCE OF SEALED BIDS, SOUTH FAYETTE TOWNSHIP, FOR THE FOLLOWING PROJECT.     
PROJECT NO. DPW-06-16 – STAR CITY DEMOLITION:

Project consists of demolition of approximately 63,000 square feet footprint / 36 feet tall theater building, crushing of concrete and masonry materials, and proper capping of all utilities.

SEALED BIDS are invited until Friday, October 14, 2016 at 10:00 a.m., at which time they will be publicly opened and read.  Bidders are required to submit a bid for ALL items on each project bid. A Pre-Bid Meeting will be held at the Township Municipal Building on Wednesday, October 5, 2016 at 10:00 a.m. Attendance at the Pre-Bid Meeting is mandatory for bidding contractors.

Copies of the Contract Documents and Specifications will be on file and open to public review, examination or procurement for $50, beginning September 26, 2016 at the South Fayette Township Building 515 Millers Run Road, Morgan, PA, 15064. Proposals are to be sealed, accompanied by a 10% Bid Surety and delivered to the South Fayette Township Building, 515 Millers Run Road, PA 15064, attention Township Engineer, and marked with the project title and number shown above.

Any proposal received after the above date and time will not be accepted. Additionally, no bid will be returned once submitted.

After review and comparison of all submitted bids, the required bid surety of the three (3) lowest responsible Bidders shall be retained and all others will be returned. When the Contract has been awarded and executed and all requisite surety bonds provided, the bid surety of the two (2) remaining unsuccessful Bidders will be returned.

Notice is given to prospective Bidders that contract award review will include total cost, unit cost and alternate cost which will most benefit South Fayette Township. South Fayette Township reserves the right, which is understood and agreed to by all Bidders, to accept or reject any or all bids submitted there under or any part hereof or item therein, and to re-advertise for bid, if South Fayette Township so deems it necessary. South Fayette Township also reserves the right to waive any defects, errors, or omissions, irregularities or informalities in the bids received.

Second Request for Proposals (RFP) for Star City Site

Proposals shall address the purchase and/or the ground lease (maximum term is 29 years and 11 months) of about 8.52 acres of commercial land owned by South Fayette Township, including the main parcel of the former Star City Cinemas and its associated property, near the South Fayette/Bridgeville interchange of Interstate 79. Deadline to submit proposals is 11 a.m. on Weds. March 25, 2015. The township anticipates accepting a proposal by April 15, 2015. The selected developer must demolish the existing movie theater by July 1, 2015, and must agree to make tax payments to both South Fayette Township and South Fayette Township School District. Three options for proposals include:
  • Lease bid that includes 30,000 square feet of municipal office space at no cost to the township
  • Lease bid with no municipal office space
  • Sale bid of the entire site

Proposals were to address leasing and developing about 8.52 acres of commercial land owned by South Fayette Township, including the main parcel of the former Star City Cinemas and its associated property, at the South Fayette/Bridgeville interchange of Interstate 79. The township
anticipates accepting a proposal by Jan. 21, 2015. The selected developer must demolish the existing movie theater by April 1, 2015, and must agree to make tax payments to both South Fayette Township and South Fayette Township School District. Proposals were to include an option to provide 45,000 square feet for certain township facilities. The proposed ground lease was to have a minimum 25-year term, with two optional 10-year renewals. The township did not accept any proposal and instead decided to modify the RFP and re-post it.
