[ARCHIVED] Draft budget proposes "Pay for Pickup ... Pave the Roads"

Aware of the community's broad call for more road paving and repairs, but struggling with a lack of dedicated annual funds for maintaining township roads, the staff considered ways to increase road funding while avoiding any property tax increase or additional borrowing.

The result proposed by staff is Pay for Pickup ... Pave the Roads. Under the proposal, the township redirects money that's currently being used for waste collection and instead uses it for an annual road paving program. In 2016, approximately $750,000 would be dedicated to the roads. The township's first-ever comprehensive road study recently showed the need for a total of $32 million in road repairs township-wide.

Residents would pay directly for their own curbside trash/recycling/leaf/electronics pickup at a 2016 rate of $17.91/month (billed as $53.73 per quarter). Starting in 2016, Waste Management would bill residents for the service, just like other utilities such as water, sewer and electric. Senior citizens age 66 and older who are owners and occupants of their home would receive free service, paid for by the township.

The South Fayette Township administrative staff submitted a $9.7 million draft 2016 budget to the Board of Commissioners for their consideration. The board may request revisions prior to final budget adoption, which is scheduled for 7:30 p.m. Wednesday, Dec. 9, in the township building, 515 Millers Run Road.
